Smith & Associates, Inc. has on staff a qualified Health
and Safety officer whose responsibility includes establishing
procedures to protect the health and safety of LIS&A workers
on each of our project sites. To accomplish this, LIS&A
provides online, and well as in-house training for HAZWOPER
safety training certification.
All
employees are required to complete 12 hours a year, with an
additional 8 hours a year to maintain certification. LIS&A
currently has 25 individuals within our Survey and GIS division
that are HAZWOPER certifed. Safety Training at L.I. Smith
& Associates includes: Bloodborne Pathogens, Chemical
Awareness, Confined Space Entry, Decontamination, Emergency
Procedures, Hazard Recognition, Medical Surveillance, OSHA
Regulations, Personal Protective Equipment, Radiological Hazards,
Respiratory Protection, Site Control, Site Characterization,
Toxicology, Air Monitoring, Slips Trips Falls, Work Place
Violence, Heat Stress, Cold Stress, and Fire Safety.
Members
of the LIS&A team have completed a total of over 300,000
hours without an accident. As a result of our performance
record, the Tennessee Road Builders Association presented
L.I. Smith & Associates a safety award for it's outstanding
performance in 2007, 2008, and 2009.

Smith & Associates, Inc. currently has a five year contract
with the Anniston-Calhoun County Fort McClellan Development
Joint Powers Authority (JPA) for On-Call Professional Land
Surveying Services during the redevelopment of the former
Fort McClellan, located in Anniston, Alabama. During the next
five years, professional land survey services are being provided
to McClellan in conjunction with on-going environment investigation,
remediation, and/or redevelopment activities at various parcels
throughout McClellan. Land survey services that are being
provided include but are not limited to, construction quality
assurance surveys, boundary surveys, legal property surveys
and development of legal descriptions, internal grid point
surveys, and survey team oversight.
Because
areas under environmental investigation and/or remediation
which may contain potentially hazardous materials, hazardous
waste, or munitions of explosive concern (MEC), all LIS&A
employees are required to participate in a mandatory Health
and Safety Briefing prior to mobilization to the Site. Surveys
in these areas are conducted under a Site-Specific Health
and Safety Program (SSHASP) that addresses all the requirements
required by OSHA 29 CFR 1926.65 (b)(4) and 29 CFR 1910.120
(b)(4).

Site Topographical & Structural Survey

Professional Services: 2008
L.I.
Smith & Associates, Inc. was subcontracted by The Washington
Group International to conduct surveying and topographic mapping
activities in order to generate plan drawings, which accurately
show the location and elevation for all existing and above
ground features for the area of the proposed addition and
upgrade of the plant's simple cycle units to combine cycle
units. LIS&A provided all labor, materials, and the equipment
necessary to establish survey control base line and elevations
from existing benchmarks. Horizontal and vertical ground control
surveys were performed, including establishment of semi-permanent
survey markers, and benchmarks with monumentation.
Mechanical Surveys were provided for the location and elevations
of three separate gas turbine units that included particular
points specified by the contractor to survey the gas turbine
stacks, as well as the top, center, and bottom flange of the
units. LIS&A prepared a Master Health and Safety Plan
and each field personnel participated in safety training that
was specific to this site. LIS&A was required to meet
Quality Control requirements, as well as conform to Health
and Safety requirements for this project.
